Yes, International Students can change their course after receiving the eVAL; however, the procedures differ as per the below scenarios :

> Scenario 1 : The student received the eVAL (Visa Approval Letter) but did not enter Malaysia.
If a student decides to change the course after receiving the eVAL but did not enter Malaysia, his/her institution is required to apply for eVAL cancellation application. Once the eVAL cancellation application is approved by the Immigration Department of Malaysia, the student/institution can proceed to reapply for a new application with the new course.

> Scenario 2 : The student entered Malaysia using eVAL (Visa Approval Letter) but did not obtain the student pass.
If a student decides to change the course after entering Malaysia using eVAL but did not obtain the student pass, he/she must exit Malaysia, and his/her institution is required to apply for eVAL cancellation application. Once the eVAL cancellation application is approved by the Immigration Department of Malaysia, the student/institution can proceed to reapply for a new application with the new course.

> Scenario 3 : Student entered Malaysia using eVAL (Visa Approval Letter) and obtained the student pass.
If a student decides to change the course after obtaining a student pass, his/her institution is required to apply for a Shortening of Student Pass Application (STSP) to cancel the student pass. Once the pass is shortened, the institute can apply for a Variation application with the new course within the first year of study.

You can apply throughout the year; however, we recommend adhering to the recommended student application timelines. It is advisable to submit your application at least three (3) months or twelve (12) weeks before a courseโ€™s intake period.

All international students studying at public or private higher education institutions are allowed to work part-time for a maximum of 20 hours per week ONLY during semester breaks or holidays of more than 7 days at restaurants, petrol kiosks, mini markets, and hotels as long as they are holding a valid student pass. Please note that prior approval from the Department of Immigration is required.

International students are NOT permitted to work as cashiers. In addition, international students are NOT allowed to work as singers, masseurs, musicians, or Guest Relation Officers in the hotel sector. International students are not allowed to engage in any job or activity deemed to be immoral.

Applications to work part-time must be made through the educational institution at which the international students are enrolled. The international student needs to be present with the representative of the education institution at the Immigration Department of Malaysia when applying for part-time work.

New Student Pass Application

NEW STUDENT PASS APPLICATION

โžฅย ย  1 Passport size photograph with WHITE background (35mm x 45mm).

You will be required to submit a copy of your passport. Hereโ€™s what we need :

โžฅ Your passport data page (bio-data page which shows your face, name etc)
โžฅ All pages with Visa information. We donโ€™t need all the pages of your passport. If the page is empty, you do not need to submit it.

โžฅ Note : Students originating from the countries listed below must provide a copy of ALL passport pages during the submission of student pass application to EMGS :

    • Libya ; Iran ;ย Iraq ;ย Somalia ;ย Sudan ;ย Syria ;ย Yemen

โžฅ Observation page (showing any extensions, clarifications of name, and previous passport numbers)
โžฅ Passport validity duration must be 18 months and above.

โžฅ Note:ย For one-off Student Pass applications, the recommended validity is 12 months longer than the duration of study. For example, if the duration of the study is 36 months then the recommended passport validity is 48 months

โžฅ Special Pass or Exit Stamp (if applicable)

A copy of your offer letter is required in order to apply for a student visa in Malaysia. If you are making an online application, you will only be able to fill out the form and submit an application once you have received a letter of acceptance/offer from your university/college.

โžฅย  You will be required to fill up and submit a copy of the health declaration form to apply for a student visa in Malaysia. If you are making an online application, you are required to upload the scanned copy of the form. Click HEREย to download the Health Declaration Form.

You need to provide copies of all academic records, certificates or transcripts of studies previously undertaken. Some courses have additional entry requirements. For information regarding these additional requirements check the entry requirements provided by your educational institution.

If you are coming from a country which is considered to be at a high risk of yellow fever, you will be required to obtain the necessary inoculations before coming to Malaysia. You will be asked to provide your yellow fever vaccination booklet/card before you can clear Immigration at the point of entry.

Countries or areas where โ€œa risk of yellow fever transmission is present,โ€ as defined by the World Health Organization, are countries or areas where โ€œyellow fever has been reported currently or in the past, plus vectors and animal reservoirs currently existโ€ (see the current country list within the International Travel and Health publication (Annex 1) atย www.who.int/ith/en/index.html).

The Immigration Department requires all education institutions in Malaysia to sign a personal bond on behalf of the candidate, binding the University for a specified sum. To comply with this requirement, the institution will require you to lodge the specified amount for this purpose. This money will be returned to you upon completion or withdrawal of your study in the institution, on condition that there is no violation of any provision of the Immigration laws of Malaysia.

Note :
The personal bond form can be submitted after you have arrived in Malaysia for the student pass endorsement. If the personal bond is submitted before the VAL is issued, any errors found will not affect the VAL approval process; however Institutions are advised to make the necessary corrections before the student pass sticker endorsement stage.

No-Objection Certificate (NOC) is only required if the student is from Sudan . This document must be applied by the institution, and can only be collected from the Sudanese Embassy in Kuala Lumpur by the institution representatives.

Letter Of Eligibility (LOE) is only required if the student is from Iran. The institution must apply an LOE for the student at the Iranian Embassy in Kuala Lumpur. Once the LOE application is approved, the embassy will provide the LOE details to EMGS directly. Institute representatives are not required to collect the LOE from the Iranian Embassy.

Most courses in universities in Malaysia are conducted in English, so you need to show your English language competency is good enough for you to be able to participate fully in your course. This means that proficiency in English is a prerequisite for admission.

When you apply for a Visa Approval Letter (VAL) you must demonstrate that you have an acceptable level of English language proficiency, and upload the certificate as part of your application. The English Language tests which are accepted for Student Pass Application are :

IMPORTANT !ย 
If youย do not attach your English language certificateย when creating your VAL application, your application processing may be delayed. In addition, you will also not be eligible to receive a student pass for the full duration of your course.

โžฅ Authorisation Letter

You must obtain a letter of authorisation from your university as it need to be attached as part of your student pass application.

Note : Authorisation Letter is to confirm the university’s representative that will be handling the application and documentation of the student.

โžฅ Cover Letter

You are also required to upload cover letter as part of your student pass application.

Note : Note: Cover letter is issued by the Institute to Sarawak Immigration, to inform the student’s intention of applying for the student pass.

โžฅ Pre-Val Medical Report

    1. Please upload your Pre-VAL Medical Report from your country of residence if screening was done at a non-EMGS registered overseas clinic (as applicable). The Medical Report should be completed in the English Language.
    2. If you attend the Pre-VAL Medical Screening at a registered clinic, you can skip this step because all this will be done automatically for you by the clinic.
    3. Students applying to Public Universities should contact their institution for instructions regarding the Pre-VAL Medical Screening.
